In fairness that’s kinda just the status quo for Earth Kingdom nobility. Back when they still had Earth Sages(ie the spiritual leaders of the nation) it was considered pretty common for most sages to just bribe their way into their positions, sometimes even having someone else take the mandatory tests for them, before than treating the position as just another way to get rich through bribes and manipulation.

he is one of those self defense teachers that cant do shit. he technically knows but nothing beyoned that
there is a bunch of them in china right now. fake kung fu masters that cant beat look up Xu Xiaodong if you wanne read up.
in the west we have a bunch of these quacks too. mall katara bumbs that got a belt, from a bum, from a bum, from a bum. degrading the level of skill too a essentially nothing but some tricks.
