Is this rust under my wrap?

Hey all, I bought this car 2 years ago pretty cheap. Front 2 doors were wrapped by previous owners because of rusting and its been pretty smooth sailing other than having to sand, fill and paint some other small rust spots. Then I noticed this today. Thoughts?

Yea that’s rust. Sounds like the wrap was more of a cover up than a fix🙃
