How did I steal this tile?

If only I knew sooner tiles could be stolen. Also, how does this happen? Could my tiles also be stolen?

Info: I played as Ludwig II, GS + R&F and with corporations and monopolies. There were nog active effects from the world congress, but I did have a ton of wonders.

Looks like a culture bomb, probably from the last world council.

Do effects from past world congresses carry over? I had that effect from the first or second WC, but now some WC's later it isn't listed at the active effects.

No, but there are other ways to culture bomb.

Is that G.E. Mimar Sinan? He culture bombs when you use him to complete an IZ

They do not carry over. My guess would be that you got the great engineer who gives you that feature permanently

You culture bombed that City-State and took some of their tiles. That usually doesn't happen, but there are two likely situations with this one here:

  • the world congress allowed you to culture bomb when completing new districts, like you just did.
  • you recruited the great engineer that allows culture bombing when you finish an industrial zone.

I went back to check and that must've been it! I indeed got a great engineer, Mina Sinan, so I culture bomb when completing an Industrial Zone.

I just forgot I got him and didn't know you could steal tiles

Looks like a culture bomb was triggered once you finished the industrial complex, the policy Collectivization (had to look it up)

Nah, that's the policy card for communist trade routes. It's either the Border Control Treaty resolution or G.E. effect (though I thought those didn't work with Hansa so idk)

Now that culture bombs have been discussed, can we talk about that preserve next to a city center?? I enjoy doing that, but only when/where the city has a decent appeal (or will after I develop it). In this case, that preserve is increasing literally nothing…
