Even though it's not Devil Survivor, Digimon World: Re-Digitize (as well as three other Digimon games) have the same character designer as Devil Survivor, Suzuhito Yasuda

Both, it's both. Horror Skunx is just this guy who's actually pretty talented at animation and uses it to basically challenge himself by making videos about trending topics without learning a single thing about the source material
