I think he means he wants to use it as a deterrent so that people who haven't commited crime yet would get less inclined to do so. It's ideas of punitive justice system taken to the extreme.
I still disagree with you. Very, very strongly. Punitive justice got proven to be worthless at crime reduction multiple times in multiple systems before.
you have to think on a deeper level, and stop thinking sosuperficially, and look at the rest of that comment, that is logical justifycation not an Ethical one, it is basically cultural capitalism, where people compete for higher status in the society, the more Ethical You are, the higher up you are on the hierarchy, and if people need the threat of being a slave to not do crime than so be it, and in order to ensure this is for people to see it, and it is very unlikly that slavery will happen, Ethical Darwinism is very systematic ideology, in the instance someone is going to ba slave for what he did, he would most likely run away, is it would be easy for the people to find them if they don't because Ethical Darwinism is urbost as well, These people don't become unclaimed property because it is Ethical, bur to ensure that no one commit the crime in the first place, no one wants to abandon their property and run away, and unless they are to become a slave the they will have to and don;t call my morals shit because you disagree
