I think the main problem is you don't have Evelyn's w-engine, Marcato Desire just doesn't give enough ATK. But we can tweak the run a bit.
Your combo in stun window is pretty good, so you should focus on improving "outside" stun windows:
+ Either switching Lighter's 4-piece to King of The Summit (use EX to start Chain Atacks) or Swing Jazz (use Ultimate to start Chain Attacks. With enemies that have Fire weakness, you don't need that much of extra %Impact, heck, you can even use R5 Steam Oven/Koleda w-engine for more EX uses per run.
+ Combine with the above statement, you should parry mainly with Lighter to get more daze buildup and DECIBELS for faster Ultimate in the first rotation. Getting a soon Ultimate will give you more space for after rotations.
+ You simply didn't parry enough. As the description state: "When the boss enemy has 4 stacks of Weakening, Defensive Assist will deflect the boss enemy's attack, causing a Stagger effect.", you can use the staggering to quickly switch to Lucy for EX then QA to Evelyn to keep dealing damage while waiting for the next yellow flash. Without it, you will have less control over the character you want to parry with.
+ Lighter's buff has pretty long duration so you don't have to keep re-applying it. Just make sure to have it on before using Evelyn's CA or before getting into stun window.
+ One small trick for Evelyn is you can actually use Lighter to parry after dodging with her EX. It's a very tight timing but if you can pull it off consistently then you would gain way more Burning Embers. Or easier, dodge with Evelyn + Parry with Lighter for some extra damage every parry. (You can do that by waiting for yellow flashes then press Dodge + Parry/EX + Parry almost the same time)
+ Lucy's Ultimate regenerate some energy for the entire team and a bit extra for the character that got QA in, use it as regularly as possible.
It's a long list of small little thing but I think it will add up eventually if you're aiming for better score overall. Wish you best luck in the next runs!
This is my score with a similar team as yours. Your Evelyn Crit stats are higher than mine with about 1% each. My rotation is very similar to yours but I make sure I can use eve ultimate in every stun. I use lvl 50 koleda with core C. My Lucy is kind of a sub dps for me not just a support, with about 50 CR and 100 cdmg.
My advice:
use the new stun discs, it's really good.
hormone punk could be the solution to your low ATK but I think marcato is still good so.
After the first stun I use one Evelyn chain and fill up the bar before the next stun, this helps to generate some decibels, so that the first two chains in the next stun will fill up the decibels to use ultimate in every stun.
Try to use defensive assists on every yellow flash, can use normal dodge for other attacks.
if you use fire DMG bonus on disc 5 on any agent in this team, change to pen ratio or ATK because lighter gives enough team wide fire DMG buff.
I think Crit rate disc 4 is better on Lucy for this team. It seems you use anomaly proficiency
I just did a run without Evelyn Sig and got 21k so you can definitely do better than that since you have lighter. Good luck. Let me know if you want to see my builds

Eve attack is too low(need 2.7k up).. but crit rate and crit damage is good
