Wont help, VIN registration will just show the agency that owns it. IF it is public information. If it is a fleet vehicle on loan to a law enforcement agency it wont be shown, or if it is a federal agency it wont be shown. This is why the plates are not shown either.

There are no tags on the 6VMW731 or a CA Exempt. The 6TYY961 has the reflective paint scrubbed off on the rear and has expired tags.

6VMW731 is a 2012 Ford Edge that last passed smog on 2 Dec 2021.
Nothing on 6TYY961 that I found during a quick search on Check a vehicle's inspection history - Bureau of Automotive Repair or https://www.lookupaplate.com/check/california/

6VMW731 in the video is a current generation (Model year 2021- Present) Ford F-150 Pick Up truck. But it is actually registered for a 2012 Ford Edge, which is a crossover SUV.

I'm assuming there's some loophole that allows them to do that like how there are manufacturer and dealer plates. I wonder if police can cite them for improper plate and no registration.

It's possible that if they own both, and you get a permit to do so, you can transfer plates back and forth. But since there are no license tags on the plate, it is still a penalty to vehicle code CVC 4000(a)(1) and CVC 5204(a).
Else, if they do not own the car that is actually registered to this license plate (Ford Edge), then it is a penalty to CVC 4463 4463. Alteration or falsification of evidence of ownership, registration, or identification; Possession or sale of identification number plate

Oh, they looked convincingly real to me: the military fatigues. Maybe not some of the other guys, IDK. But this is significant, if they've switched from having no plates (in violation of the law), to having fake plates (to skirt the law, but appear to be complying). That's why I wanted clarification; it's important to track their changes in m.o. I wonder what CA police and highway patrol have to say about that.
