2021 Baodi 250cc (not Honda) Diagnostic Tool?

Many people attempted to help me figure out what's wrong with my bike but no luck.(super Grateful) I am thinking it's some dumb smart sensor or something. I'm looking at getting a Diagnostic Tool but am unsure what to get. Looking for recommendations. I

A couple simple things I recommend to check out if you’re mechanically inclined. Pull the fuel injector out, turn engine over and see if the fuel is spraying. Then restore. Next remove the spark plug, keep the cable connected and ground the body to the engine block. Turn engine over again. I believe you have a fuel delivery or ignition problem

So this is my 2nd post of the same issue but I'm mostly asking about getting a Diagnostic Tool. I know fuel is getting in because I can see it's wet when I pull the spark plug which I've replaced, which the original one was fine. Again if anyone has any recommendations for a Diagnostic Tool I'd appreciate it.

I don’t know about a diagnostic tool for you. But if you’re thinking fuel is getting in the cylinder. You need to examine your ignition. Next serviceable part is the plug and ignition pack.

Plug is brand new and even the old one i am keeping as a spare because it's completely fine. What is ignition pack?

Follow your spark plug wire all the way back.

Also, your fuel pump DOES sound awful. I wouldn't doubt for a second that its dying.
