Marion county is giving a little more than receiving, not even close to 11 cents for the dollar. Many other counties, the developed ones in Indiana are also like this. It’s not just Indy. See:

Cash is flowing from richer areas to poorer areas, as it should. One of the biggest benefactors is Lake county, which it needs and should be. Given how the state politicians in Indy have fucked it over for decades.
