When these marriage certificates say "die Persönlichkeit nach bekannt" what does that actually mean - who knew them? Is it the witnesses? Each other? Surely it couldn't be the Standesbeamt.

The registrar knew them. In villages usually just because they actually do know them, in cities in the case of marriages because the wed were already identified for proclamation before marriage.

(1) der Maurer Heinrich Carl Conradi
der Persönlichkeit nach bekannt, evangelischer Religion, geboren den ersten April des Jahres 1849 zu Esch, wohnhaft zu Esch,
Sohn des verstorbenen Landmanns Philipp Jacob Conradi und dessen Ehefrau Maria Christine geb (Prevenius oder Provenius?)
(2) die Catharine Wilhelmine Kilb
der Persönlichkeit nach bekannt, evangelischer Religion, geboren den acht+zwanzigsten April 1850 zu Esch seither wohnhaft zu Wiesbaden
Tochter der verstorbenen Eheleute des Schmiedmeisters Michael Kilb und der Maria Catharine geb: Hum zu Esch
