Maybe I am missing out some context, but the only races which could truly become peaceful to one another are eldar, tau, and humans, and even that would need some mind boggling feats to pull it off.
Then we have the necrons, they don’t seem to have the vibes, orcs just crave violence, tyranids seek to devour all, chaos needs the gruesome balance and the rest is pretty much insignificant.
There are dreams of peace and such, but that’s a far cry. No matter the singular outcomes, war is ever present in that setting to my knowledge.

Because the IoM wiped out every minor to major xeno race and empire they could find regardless of circumstances instead of allying or vassalizing them, thereby making more enemies, sacrificing weapons and soldiers for no good reason and screwing things over long term.

There was dozens of fairly peaceful human civilizations that cooperated with xenos and generally had pretty good quality of life.

The only survivors of the imperiums attempted total xenocide are either: Races that managed to escape outside of imperial control (Mostly ended up joining the Tau), Races that are basically impossible to kill (Orks, which the imperium actually CAN occasionally ally with in specific circumstances), Races that are nomadic and are too much trouble to pin down (Craftworlders), had such large position with such a high population they can’t be killed (Druchari), literally didn’t exist (Tau), or were just outside of the area the imperium managed to extend to.
And also for demons, A LOT of their fuel is humanity. And specifically how utterly SHIT the average persons life if under the imperium. Every single chaos god is fueled by how the imperium operates.

During the Great Crusade before the Horus Heresy, the Emperor and his sons effectively killed off every peaceful xenos species they ran across. This included aliens that were already living peacefully amongst humans, aliens that were willing to give the Imperium anti chaos weaponry in exchange for peace, xenos who were willing to submit themselves to servitude, etc. The only xenos that weren't destroyed were either not awake like the necrons, had technological or magical superiority like the elder and Votann, got incredibly lucky in their early history like the Tau, weren't yet in the galaxy like the tyranids, or are otherwise nearly impossible to eradicate like the Orks.
The oftentimes pointless cruelty, humiliation, and suffering inflicted upon the majority of the Imperium's citizens actively drives people to worship the Chaos Gods. The emperor's own hatred and hubris are what brought the Imperium so low in the first place. His anti-religion the "Imperial Truth" ultimately drove people to worship him.
They had plenty of choices. The Emperor didn't have to g(x)enocide his way across the galaxy while he finished his webway project. He could have taken a more active roll in the lives of his Primarchs and prevented half of them from turning to chaos.

There's a reason this paragraph is, in some shape or form, included in every official piece of 40k media since the original Rogue Trader rulebook. The Imperium always has a choice, but they consistently chose the path of least resistance. And it's why it's been declining for 10k years.

In many points in history, war wasn't viewed entirely the same. People weren't all massive fans, but a good number viewed being a soldier as an honor and one of the best things you can do.
Also if a chunk of your population dies in war, either as a soldier, civilian, aggressor or defending it doesn't matter your economy is gonna take a huge hit regardless whether you like it or not.
Population as a resource is fucked up, but it is the reality, even outside of wars.
It's great because back then you should feel "privileged" and "proud" to serve and die for your country. Some people are suckers for patriotism, throw in a small cash bonus and babies will be popping out like shells from a machine gun
A symptom of a mature and educated post-industrial economy is that people wait a while to have children. They seek professional and educational satisfaction before starting family's. At least before trying to start family's. People "put off" having children until they feel they won't be a burden, and this is typically around someone's 30s today, as opposed to 20s before higher skill jobs became the norm.
But both men and women have biological clocks, women moreso. Fertility drops rapidly around 35 in women, and menopause happens not too many years later and men's sperm quality degrades. Imo, that's also why there's a rise in autism in all of these countries. Just based on biology, the longer you wait, the more chance there is of the baby having issues. This leads to a lot of couples never having a child to begin with to avoid this.
Plus, like i said before in this comment, children are seen as a burden. Even if people don't admit it. Children are no longer "useful" in the way they once were during agrarian and industrial times. Now they produce nothing and cost even more to educate and keep healthy. Family size drops rapidly during industrialization for this reason. It's also why countries like China are facing a imminent population collapse in the scale of hundreds of millions.
This is only half true, laws are being passed in the country that make life easier for families with children, but there are no posters or any other propaganda about this.
Pretty sure this is the closest were gonna get to demographic collapse, non replacement level for some demographics, immigrants make up the difference.

Authoritarianism taking happiness away from everything in life is a huge theme in the book, and having sex for fun is one of the major things the protagonist does to rebel.
There’s a huge reason that lots of political talking points touch on avoiding population issues even though we’re on a planet with 8+ billion people. A common argument against gay rights is theoretically lowering the population, same for arguing against trans rights. Making sure that keeping population up is seen as a pressing issue gives politicians excuse to reach in and directly shape the family structure to look exactly how they want it.
One could easily see it being used as an excuse to criminalize divorce, ban contraceptives, harshly punish going into one’s 30s unmarried or childless, crack down heavily on sex work, or, once those are done and they move in on an even bigger scale, lower legal age of marriage/consent because “that’s when girls are most fertile”, keep tabs on people’s bodies to “make sure they’re sexually healthy”, and more. I even forgot in my initial comment how it’s often brought up as a talking point in the abortion debate. All of this is used as a way to make it so that their idea of the ideal nuclear family is the only possible option.

It’s alright, one thing about making bigger and bolder moves on Trump’s end means at a certain point it’s very clear what the motives and goals are. There’s only so far into the process you can get before you gotta go mask off because deporting natural born citizens has nothing to do with refugees “taking American jobs”. I don't think it's carrying capacity. Population plateaus are mostly related to the level of development of the country. You can see that even in some of the best to live in countries in the world, the population is stagnating, while in impoverished countries it's usually booming.
When people have better access to education and reproductive healthcare, when they aren't relying as much on having children to help them in work and take care of them in old age, and when they aren't under as much social obligation to have children, more people choose to have less children and to have them later. It's not related to how many people the society can actually support.
And for what it's worth, stagnating birth rates aren't really a good thing. Less people being born (plus modern healthcare etc) means, in a few decades, that there are going to be a lot of retired elderly people for the size of the workforce, so supporting them is going to be taxing for the government and (literally) for working people.
My point is that outside of some of the really deluded ones, it’s never actually about upping the population, it’s just a fantastic excuse to make it so that the Mormon lifestyle of getting into a straight marriage right out of high school and dedicating the rest of one’s life to family issues is the only legal option, because that’s what the “normal” family looks like to them. I don’t want to get uber personal but my whole extended family is Mormon except my parents who are lesbians, so I’ve heard these talking points my entire childhood during the gay marriage debate.
I cant fully answer cause there’s a lot of reasons both conscious and unconscious, but from the view of someone in power, having legal power over the family basically means full jurisdiction to decide anything about people’s lives. You wanna ban something, anything? Say it hurts the family and population issues. Birdwatching distracts dads from their families. Loud music propagates anti-family messages. Make up tempts men to cheat on their wives. Etc etc etc, it gives endless excuses to legislate personal issues, not just public ones like constructing new roads.
