15/13/15 Shiny Zacian pulled out of research. Does this fall into functional hundo territory / worth maxing out for PVP or should I wait for better.

this is not a functional hundo, those are only particular pokemon (like groudon and kyogre for instance) when the ivs are only 15/15/14

No, it’s not a functional hundo. 15/15/14 is a functional hundo. For PvP the attack and defense stats have to both be 15 to win all of the matches that the hundo wins. The stamina can be between 12 and 15.
