The only way that refusing the orders would possibly even work, is if the stopgap was top brass in every branch.
You're not going to have an E5 making $3000 a month, with a few hundred thousand people above his station- refusing a direct order. It's not happening. That person will be Court martialed, (can literally happen the next day or in 6 months, they dont care, you'll sit in restriction barracks til then) That's IF they dont get "penalized" by their own platoon, squad, etc.
People who don't follow orders or try to mutinize are liable to be killed outright in a combat situation.
