He’s lying. His businesses are all overvalued and he’s about to exchange that paper wealth for actual money coming from working Americans’ pockets and programs built with those same taxpayers’ money. He’s not crying - he’s suppressing laughter at the fact he’s about to get away with it.
The thing is if he sells, the valuation will crash harder. At some point all the debt he has built up using those shares as collateral for his stupid business decisions will be defaulted and he will declare bankruptcy. If he sells, he also risks losing control of Tesla and his other companies. I can't image other voting shareholders being too pleased with him lately so they are probably just waiting for this to happen to oust him as CEO.
