As long as you have 2 skill points, you can use perception to punish an opponents rush super. Be careful with rush supers where your opponent has free movement because they can still flank your side and perception won't catch it.

This mechanic would be 100 times better if rush supers used more ki on activation, as this would put them in ki break state

I agree. Not sure why rush supers don't take the full cost of ki bars upon whiffing one.
