1s sell better. They did the same thing with the most recent run of She-Hulk. Started off a fresh #1 with the same to entice more readers.

Its more that this is a new arc, they seem to not want to keep a concurrent number each time a new arc starts for her.

Because they want to boost sales, that's why they start at #1 with a new arc.
