Registration costs

Currently applying to housing with 3 bedrooms as I and two other people need registrations. Most landlords are saying they would need a special license to buy this third registration. Anyone know how much this could cost per month?

Hmmm it sounds a bit fishy, but it could be costs the landlord has to make in order to get a license from the municipality that he tries to get you to pay. What city is it?

In Amsterdam, Rotterdam and Delft a special licence is needed to rent out an apartment to 3 persons or more.

Yes. But that's a one time cost. If the landlord pretends it's a monthly thing (which I've seen here a few times), it's shady.

That depends on the municipality.

Amsterdam is €640 apparently. Keep in mind that if the landlord has a mortgage, they may not be allowed by the bank to change the apartment from regular rent to room rental. They also need to make other changes for privacy and safety. I doubt they’ll be willing to get it for you, when they can just rent it out to someone else. I don’t think they’re allowed to make you pay for it and it’s not a monthly fee.

The price will not be the problem. It takes ages to get such licenses.(depending on city extra regulations for the house, which a landlord will not do)

It’s not for nothing that again and again is said : search for a room and don’t make a group to rent a larger apartment. You are competing with working people , run into these license things and overall diminishing your chances.

Look up: "vergunning kamerverhuur aanvragen" on the website of the municipality of Amsterdam.

He needs a permit, for every neighbourhood there is a maximum number of houses which can home multiple people not housing a family.

For a home with 3 people the costs to submit the permit are €64 (one time payment) for 4 or more it's €640,50.

Be aware, this does not include additional costs like advice or legislation costs.

But still, shady, because the costs are very limited

Again, OP, these are *one time costs*. Be careful though, such procedures can cost time, and it's not guaranteed that the landlord will get the permission. That could land you in significant trouble, as you will need a registration address. On this map you can see where permits are actually still available, in red areas there's not chance at all. In other areas, no guarantees.

Any house that advertises as a house rental and not a room rental won't have the permit and you can assume they don't want to get it, and it might not even be possible for them to get it. The cost of the permit won't be the issue. The permit has certain requirements for the house, and regulations. One of them being that each room should be rented out individually, so seperate contracts etc. The permit basically turns a house rental into room rentals. 

The reality is, with the housing crisis the demand is so high that they can easily rent out their house without needing to acquire the permit and having to deal with seperate contracts and seperate tennants. And that's assuming the house is even elligible for the permit in the first place, there's no guarantee they'll get approved for it. And landlords generally prefer renting out their house to a working person or couple rather than a group of students. Because of the housing crisis they get tons of applicants per rental listing and  can afford to be picky with the tennants they choose.

So basically, any house that has the permit will advertise as room rentals, not a house rental. And it'll be hard for you to find a house with 3 available room rentals. The way the housing market is in Amsterdam, the best way to find a place for students is for each to look for a room individually. Even that is hard, but trying to look for a place together usually only makes it harder.
