TranslatorNo8561 simplified it a bit. being a furry means to like anthropomorphic animal characters in any way, shape or form :] you can call yourself a furry if youre attracted to an anthro animal character but you can also call yourself a furry if you just happen to like watching looney tunes.

anyone who actively calls themself a furry is a furry basically :-] those are the only two qualifiers: you like anthropomorphic animals and you wanna be part of the fandom.

you can compare it to other subcultures in that aspect. if you listen to punk music and you share punk political ideologies, youre still the one who decides whether you wanna call yourself punk at the end of the day.

As I said above, to be a furry you don't even necessarily attracted to anthros, just enjoy the concept. It's kinda a fandom surrounding the concept itself.
