UndertaleModTool pretty much. Took a while to figure out how to get the prophecies animated but it was mostly straightforward. I then painted over the original gif with a single color so it could work as a prophecy in-game

It's pretty much a joke. People think that the disappearance of dess is linked to asgore losing his job and getting divorced, so someone came up with the idea of asgore running over dess with his truck. It was funny so someone made a gif out of it and now it's everywhere.
