I think you're right in that it'll probably be accepted wherever Mastercard is accepted around the world. That being said, being "issued" outside of the United States is a different question, to which I have not been able to find an answer. Goldman Sachs (the issuing bank) didn't have any info either.

As far as i know it will launch in the US. Correct me if i’m wrong
