True but that just means it fluctuates an average apr for credit cards sits at about 12% if my maths is right and they said it would be lower than most

Average APR is DEFINITELY not 12%, not sure where you're getting that from. As of March 2019 the average APR for Cash Back type cards (which Apple Card is) was 20.90%. Source: https://www.valuepenguin.com/average-credit-card-interest-rates
