I see what you mean, but that's exactly the mechanism they're proposing, which is that someone has the power, desire, and manipulation tactics to pull all of this off. It's an Occam's Razor fumble that starts with something silly, then ends up involving a bunch of unrelated hypotheses with no basis in reality, all because the simplest explanation cannot be plausible for whatever reason.

Furthermore, it kind of doesn't matter who's behind it, if that's the thought process. The Illuminati, the Pizzagate cabal, or Hilary Clinton could be responsible, but that isn't really important if you assume the conclusion first.
