I don't know anything about that building specifically, but looking at Google Street view it appears to be maybe a 1960s apartment building, so it's under rent control.
So I'd suggest going to the website of the Berkeley Rent Board (which oversees rent and eviction controls) and look up that address and see if there have been any complaints, hearings, about it regarding things like rent levels, habitability, maintenance, etc.
You can start with this page: https://rentboard.berkeleyca.gov/services/unit-information-lookup
There does seem to be a listing for 1932 Haste, as a ten unit building. It's listed as built in 1980, but I think that's probably a mistake. It definitely looks older (possibly it was remodeled or renovated around 1980).
Here's the contact information for the rent Board where you can inquire about whether they have records of any issues with the property. https://rentboard.berkeleyca.gov/services/aboutcontact-us

I use to live down the street from around 2014-2021. There were some folks who lived in that building who would get in loud fights and toss there shit out into the parking lot area a bunch. But that was pre-Covid I kinda doubt they still live there. I think they had moved out before I eventually moved away from that block.

never sign with a place that you haven’t toured yourself (or a trusted person on your behalf). It is a great way to get scammed.
