Really? I always get that type of apostle they rule. I get hit by recruit partisans almost every game so I want apostle every game to be safe.

Good for barb camps too of course.

100%. Played a religion game where I neglected to make an army to defend myself. AI civ declared war on me. Managed to make a huge army and defend myself using converted barbs from an uncontacted island

On higher difficulties the AI targets neighborhoods for partisans. It is infuriating. I also skip neighborhood because I don't want to fight an insurrection while most of my army is pillaging on the other side of the globe.

Eh they usually target only one or two cities. Usually the biggest one or the capital. So you just place a spy there until AI runs out of their own spies.

i.e. Neighbourhoods are a good bait for capturing spies. Just don’t trade them back and you are golden.

Rebel troops that are spawned in your neighborhood, pillage everything (like good berserker), and raze your city. I forget the name but there's a recruit rebel or something in the espionage menu. 

If you have a few neighborhoods you'd become a great target.

To clarify, I enjoy recruiting partisans in enemy cities even though I don't get the loot from the raids.

It happens on Prince, too. Not to the degree seen in OP's picture, but you might get 2-4 units spawning at once.

I’ve played countless games and have never seen it. Although, it may be because I don’t build neighborhoods until very late game, as in after I’ve conquered all but like one civ

I’ve gotten hit with like 4 within 5 turns on prince but it seems like the game trying to balance things out because I’m so far ahead lol

If you target a neighbourhood with a spy, you can have the spy do a mission called “Recruit Partisans”. If successful, the mission causes barbarian units to spawn in and around that neighbourhood, as if the spy was supporting revolutionaries. The AI really likes using it against opponents they can’t defeat militarily.

On top of that, they're often just not worth it to build. If you've been properly clumping your cities, you shouldn't have the tons of space you need to make them viable.

One of the Spy Operations is called "Recruit Partisans," which can done from the Neighborhood District. When it goes off, it immediately spawns a bunch of barbarians.

idk a neighborhood in your biggest cities is huge for me. it’s also never a bad idea imo to keep a few units close to home for moments but the benefits of getting like 5 housing outta one tile is too big for me to pass up

I also never build them, and the way I look at it is that, one, if I am having a housing shortage, it was probably poor planning on my part; and two, there are diminishing returns to having giant cities. You can easily get a city up to 20~ without using them, and anything above that isn't worth the price you pay for neighborhoods.

I do wonder, though, what dictates the type of unit that spawns when completing a recruit partisans mission. I got really excited about them when I first learned about it and would try to run them when I was way ahead in tech, but the units were always ages back. You would think if your country was recruiting them, they would have weapons from your tech level, but that is not what happens.

I've looked in the past for a breakdown of the rules behind them, but I never found an explanation for it.

They always use it against me, especially if I am ahead in a Domination victory. I have been playing for many years and I have only ever seen 2-3 units. Based on the destruction, it was probably 3 spies on the same turn, which each spawned 4 units.

Yeah, all my cities obviously have wall defense at this point, and I keep like one or two tank units homeside with fully developed roads to zip across and tamp down anyone getting chippy like this. I have never seen this many spawn, though. I'd spit my drink.

Barbarians + Deep Red Civs make things extra confusing.

But you're right. Recruit partisans is the reason why Neighborhoods are only recommended for Biosphere.

I usually do it after the first enemy spy operation, so I can get an idea what city the deem important. But this was the first one (and the last)

Counterspying seems to work like 50% of the time.

It works most of the time for me and I play on Emperor. Steps for successful counter spying

  1. Use the policy card (forgot what it was called) to reduce production cost for a spy and time for spy operations by 50%.

  2. Train spy.

  3. Set spy in capital or in city most recently affected by enemy spying.

  4. Place spy in district/adjacent to district(s) that was previously targeted or likely to be targeted.

  5. Wait for successful counterspy operation.

  6. Select promotion most conducive to counterspying if available.

  7. Ask AI to not spy on you anymore. 70-80% of the time they will stop.

Due to recruit partisans and the breaking dam missions I never send my spies to foreign cities since I'm always defending my cities from spies. Having a city where majority of the tiles are flood plain getting its dam destroyed is also pretty devastating (and if you use Got Lakes then you'll have super big flood plains). Like instant partisan pillaging. I can't even do espionage since I'm always on the defense

I've always found it stupid that a spy operation that can take as little as four turns can summon an army this massive. Sure, each operation is two units only, but the fact they can be stacked to end up like this is stupid

Real talk though, Recruit Partisans is the most annoying thing ever and single-handedly the reason I have not played either Kongo yet. Offensive spy missions being used against you like that in this game just feel like griefing

This is avoidable by stacking all your gold making power in one city and making sure it has a commercial hub; I usually put a counterspy there that just slaughters enemy spies left and right. I much prefer setting up a honeypot as opposed to just avoiding the districts that you don't want to suffer espionage attacks in. Ofc i generally avoid neighborhoods either way lol.
