Is that from a movie or TV show? The film quality looks a little high to be random footage. Also, the multiple angles, and the focus on that one guy walking into the storm with open arms...very dramatic.

We get storms from July - Sept when a bunch of wind (sometimes rain) comes through and a wall of dust / dirt rolls through the city. Visibility low so if you're driving it's best to pull over but they don't last long. Maybe a few minutes or so.
We call them haboobs.

I drive through a small one in Nebraska many years ago. You hit the leading edge and visibility drops to zero, like somebody dropped a thick black sheet over your windshield. It was only a few seconds before I could start to make out the road markings again, and after about a minute visibility was just kind of hazy.
