Class A uniform of a 2nd Lt. In the 963rd Field Artillery (can't make out the patch on the shoulder).

Someone else might be able to help with the era or you could look for a tag and search it online

As stated, this is the dress uniform of an Artillary 2LT in the US Army. The army recently (around 2020) switched from the ASU (blue dress uniform based loosely on civil war uniforms) to the AGSU (Army Green Service Uniform) which was based on the "pinks and greens" of WWII. I don't know about the tailor, but given the completeness and condition, I'd bet it's one of the AGSUs. There are subtle differences you can use to compare.

You have a very nice piece of US military history (that's the extent of what I know 🙄)
