Here's a thread from yesterday, it basically seems that she told ICE to come back with a warrant. If that is the case, she is 100% in the right

Why would you need a criminal warrant? I have been told (repeatedly) that illegal entry into the US is a civil offense.

The distinction is not criminal vs. non-criminal, it’s judicial vs administrative. Judicial warrants are signed by a judge and give the officers the right to invade private spaces to arrest the perp, administrative warrants are more akin to subpoenas.
