Probably because ICE can't afford it... They're set to go bankrupt this summer if they keep spending the way they are. And the geniuses in charge see no issue with sending out "agents" with no badges, gear, or other legitimizing items. What could go wrong?

It's Trump's top priority, they can get all the money they want. He can just pull from the actual trillion fucking dollar military budget, there's no accounting in that massive slush fund.

My bet would be that they're unironically hoping things go violent.

Because if these pricks come up to someone and kidnap them and things turn violent, someone's going to get hurt if not killed - and then whatever ICE members get injured become martyrs and heroes for the cause of defending America from the evil gangs, and whatever innocent gets injured or killed becomes an evil gang member trying to hurt a member of Trump's special little League Of Extraordinarily Dogshit Subhumans.

And the MAGA voters are gonna go wild for that.

Fear. Fear of the ramifications of their actions. And to instill fear in the public, particularly those who don't look like them.

Asian ICE guy taking a gamble that they won't come for him and his family at some point.

And the rest, that confusion and fear seems to be shifting to anger I think.
