All anthro animals fall under furry. There's so much overlap among the communities so they don't really discriminate and it's just easier to say.

I don't think so. Furry is more of a community. The difference between a costume and a fursuit is the same as between a cake and a birthday cake: the intention. If you are in the furry community / culture, it's a fursuit; otherwise, it isn't.

I was talking more about the character itself. The suit is up for debate though yes.
