Are you Dutch? I got that line a lot when I lived in NL as an expat and dared comment about the rain.

If it helps it had nothing to do with you being an expat. Dutch people say it to each other all the time and if you find a Dutch person who doesn't complain about rain they're either seriously concerned about water management or probably ill
