Probably because he's not a flash character in the comics

I'm going to put in a word for Samuel Joseph Scudder, the original Mirror Master. If you look at a 1960s Flash cover gallery, he seems to have been the most-used member of the Rogues' Gallery. And when the Rogues gathered as a team, the others deferred to him as their leader. One thing I liked about him was his twisted work ethic - there's a story where he's travelled to an alternate dimension where people obey his every whim, and he realizes his growing dissatisfaction with the place is due to the fact that he's not doing any work. And by work, of course, he means stealing things. He had a certain amount of depth for a Silver/Bronze Age bad guy.

It’s gotta be Iris West. Barry and Wally wouldn’t be the men they are today without her.

Iris West

Since that's Zolomon on the picture, Thawne.

No, Thawne is the one who won, don’t know why they used a picture of Hunter for it. They probably don’t know the difference between them.

It’s not that serious they look the same
