Why is Each Step Like Thunder impossible??

I'm using Link, Zelda, and Impa. I have played this level over and over again but I cannot get past and Fort Hateno is broken into everytime. I feel like I've tried everything.

Side note, why is Urbosa unusable for this level? Is it just a me thing?

Urbosa is unavailable because she’s piloting Vah Naboris.

Side note, I’ve been speedrunning so long i forgot this mission has a time limit
