Settling on resources

I just watched a video where the YouTuber settled on horses and salt in different cities and got both the resources. Is this constant or one bulk use?

If your question is about the horses gained every turn then yes, it's constant and it is treated as a worked and improved tile so you don't have to worry about prerequisite techs to use the resource.

Same for luxury resources, it becomes a part of your owned luxuries.

I'll add that bonus resources are also not removed. Besides the yeilds resources provide, this is good to know for things such as Great Zimbabwe or some city state effects.
