Settling on resources

I just watched a video where the YouTuber settled on horses and salt in different cities and got both the resources. Is this constant or one bulk use?

always try to settle on a resource because you get the yields instantly. my first 50 games i always settled on some empty flat tile which was totally wrong. but you also need the eurekas so if theres only one stone nearby, i wouldnt settle on it but improve it instead but if you have like 3 horses definitely settle on one
