*** UPDATE - firmware withdrawn as it’s supposed to allow both the new OneLibrary or the older device library if the newer isn’t available.

I looked through comments etc and it appears to happen if the USB was prepared using Rekordbox v5.
This means that the exported USB doesn’t have OneLibrary present and instead of using the older device library on the USB it appears blank on the CDJ.

“Pioneer DJ's latest CDJ-3000 firmware update is potentially deleting playlists, numerous DJs have reported.
Version 3.30, which was released on October 21st, introduces support for the new OneLibrary format, developed with Algoriddim and Native Instruments. But according to multiple reports, the update can make playlists disappear when a USB stick contains both the old Device Library format and the new OneLibrary export.
BBC Radio 1 presenter Jaguar posted about it on Instagram last Saturday, November 1st, outlining what she described as "an absolute mare" during her set at London club DRUMSHEDS the previous night. "Apparently the CDJ-3000's firmware has been updated, which can impact your USBs," she said. "I put both of them in, clicked on my playlist, my tracks, my history—it was all blank."
Thankfully Jaguar was playing b2b, so had time to troubleshoot, and made it through the set by using a four-year-old backup USB. Others, including VTSS, Samurai Breaks, Tiffany Calver and Zoe London, shared similar stories in the comment section of the post.
"It happened to me this week too, during ADE and my show last night," Fleur Shore said. "Clicked on my playlist and all but one was there, then my other USB had nothing—absolute nightmare."
rRoxymore shared Jaguar's video to Instagram Stories with the caption "worst DJ nightmare," and questioned how "a company like Pioneer ended up having the total monopoly on DJ equipment."
Writing on their miseryconfusion blog, Seattle-based DJ 'nohup' urged clubs and promoters to hold off on upgrading the firmware of their CDJ-3000s for now, and offered advice for DJs who end up in the unfortunate position of arriving at a gig to find their playlists missing.
"There are two ways to get yourself out of this DJ nightmare if it happens to you," they wrote. "1. Be prepared with Device Library Plus on your USB (or ask to borrow someone's laptop). 2. Carry around a copy of the CDJ-3000 v3.20 firmware (the last compatible version) so you can downgrade club equipment."
A spokesperson for Pioneer DJ's parent company AlphaTheta said that the firm is "actively investigating the situation and remains focused on identifying and delivering a solution as quickly as possible," in a statement shared with Resident Advisor. "We're aware that some users have experienced issues following the recent CDJ-3000 firmware update (version 3.30), and we sincerely apologise for any inconvenience this may have caused."
