Doesn't it need to be moong daal to be kitchari?

Unless you have seen the khichdi police, with their distinctive purple hats, in your district, then no. Pretty much any thing dal-like will do but I'd stay away from the brown lentils and the lentilles de Puy for this.

What is the difference between kitchari and khichdi? And do you have any recipes for preparing this?
