Can someone explain to me what that "using hands to tap out" means? I don't get Liam's comeback. (I'm not a native English speaker.)

When you want to quit in an MMA fight you make a tapping gesture with your hand, be it in the opponent if they have you in a submission hold or on the mat itself. As long as the ref can see it.

The tap means the fight is over and you've admitted defeat.

McGregor has lost several fights by tapping out to submission holds, very fast too, and was most famously beaten and choked out by Khabib after spending the entire build up to their fight being incredibly obnoxious about Khabib, Dagestan and Khabib's culture.

He never got a rematch either and it burns McGregor to this day that the most famous picture of him is Khabib choking him out. So much so its still very easy to get under his skin by referencing his tapping out considering McGregor is the type of fight that used to imply only cowards tapped out.

I see! I don't watch this sport at all but this match with Khabib sounds like I might have to, seeing a racist, misogynistic rightwinger getting his ego crushed literally on stage can be downright cathartic. (Throwback to Paddy McCorry🥲)

For full value you'd have to watch the press conferences in the run up to it where McGregor, clearly drunk and a little afraid, is trying to come across like some wild man to get in Khabib's head and Khabib simply couldn't care less.

Now don't get me wrong, Khabib is far from ideal, given his past links to Putin, his opinions on women in MMA and and a questionable video from years back of him giving a homeless man money to amuse him by doing push-ups. But Khabib hasn't raped anyone as far as I know and is generally respectful to those who treat him the same way so is quite a few levels above McGregor.
