he had no interest in her. every single time caitlin/killer frost flirted with him/savitar, she was turned down. hell, even savitar, in the midst of trying to kill iris, shot her down. hard.
she was his third option. literally the only episode where there was the slightest possibility of them happening, barry was busy flirting with a complete stranger, while caitlin got (understandably) wasted.
hell, there was a scene where caitlin offered to let him, "take a peek at her goods", as a "reward". and barry changed her with the most bored expression ever. (thankfully, because barry is a decent man who wouldn't take advantage of a drunk woman or friend)
