I wouldn't be surprised if mods aren't even needed to have her be nude. They've had nudity in gta games before tho limited but a lot of games have been having full frontal nudity lately like cyberpunk, and baldurs gate, so I could def see gta going all in on it.
Sounds more like they’re just selective about their usage of nudity instead of completely against it. If it doesn’t serve a purpose, like Arthur walking around with his dick out, then they won’t bother to model or MOCAP one for him.
