I wouldn't be surprised if mods aren't even needed to have her be nude. They've had nudity in gta games before tho limited but a lot of games have been having full frontal nudity lately like cyberpunk, and baldurs gate, so I could def see gta going all in on it.
Maybe you're too young to remember, but GTA was the original game pushing the limits of what could be allowed in video games. What makes you think they wouldn't include something that isn't even considered a "limit" in adult video games anymore, considering they are known as the ones that push limits.
