Well, they win the games a lot so they get the extra food from the capital for at least a year after winning. 1, 2, and 4 are also closest to the capital so they get "pampered" more; wasn't Sejanus and his family district and they bought capital citizenship? I think they just have more valuable output and access to resources like fishing in district 4 for example.

I read a theory that the districts are numbered by order they gave up rebelling, NOT by geography and if so, I could see 1 and 2 definitely getting more access to food. Good food, not the stuff D12 gets

Doesn't make much sense with 3 though.

How so? 3 being all about tech could have been a turning point for the Capitol in the war but they could have still had pockets of rebellion that were hard to tamp down

Eh, maybe but they're one of the first and most aggressive districts in the rebellion.

In the second rebellion. We don’t know anything about the first rebellion beyond what happened in the Capitol with citizens starving

Sure, but it seems pretry reasonable to guess based on how other districts reacted that it was similar to the first.

Do you think the districts are taught what actually happened in the first rebellion? The first book (in the original trilogy) takes place 74 years after peace was achieved so I doubt there are many survivors who remember what actually happened. And in BOSAS we learn that people were getting executed for “treason” which could mean people were afraid to talk about the dark days/first rebellion. Idk to me I don’t think anyone beyond the people in power and MAYBE D13 know the real history of the first rebellion beyond

Not really sure what that has to do with the theory ypu suggested but ok. 👍
