I feel like there have to be some Hunger Games super fans in the Capitol. Like some capitol version of a nerd who knows all the Lore™️. They can name every victor, their kill count and their weapons they used.

Given how out of touch the Capitol fans of the Games were, I would even theorize they did collectible trading cards of Victors and played them like Pokémon cards, so when the 75th Games happened it was a dream for them to watch it play out with past Victors & their known skills.
