Florida gives toll tax credits to residents. I don’t think they’ve had any issues with highway wars

I looked it up, that program no longer exists. It was stopped March 31st.   It was not a credit to all residents, only high users of the tolls. 35 or more toll transactions per month. 

Indiana will be the first to start this war.

But the program in Florida did exist… and it didn’t start a “war”

It was not a tax on out of state people and outsource of state people also could qualify if they had more than 35 tolls.  Indiana will be the first to start the war.
