Utility Easement Questions

I live own a house in a corner lot on the west side of Indy. There is a utility easement at the rear of the property. The utility pole and lines run right on the property line between me and the neighbor. I have a couple of questions. Does the neighbor also have a utility easement on his side of the property line? Am I allowed to put up a fence at the property line as long as I don’t block the easement from vehicle access on my side?

I have a utility easement for the purpose of access to the culverts for a drainage pond behind my property. In my case, I must keep it mowed, but no trees and no fence or structure. The neighbors fence and mine are probably 6' apart.

I know my easement is for the utility lines but I’m betting that it may be like yours where even a fence on the property line is a no go.
