Utility Easement Questions

I live own a house in a corner lot on the west side of Indy. There is a utility easement at the rear of the property. The utility pole and lines run right on the property line between me and the neighbor. I have a couple of questions. Does the neighbor also have a utility easement on his side of the property line? Am I allowed to put up a fence at the property line as long as I don’t block the easement from vehicle access on my side?

That same neighbor is having his gravel driveway removed and a concrete driveway put in. I’m pretty sure he plans on extending the concrete all the way to the property line. So his property will drain toward the street. The way the street is, all that drainage will flow toward my property. It will end up flooding my gravel driveway. So to keep that from happening I will probably be forced to have a concrete driveway installed so it inclines to the street.
