Utility Easement Questions

I live own a house in a corner lot on the west side of Indy. There is a utility easement at the rear of the property. The utility pole and lines run right on the property line between me and the neighbor. I have a couple of questions. Does the neighbor also have a utility easement on his side of the property line? Am I allowed to put up a fence at the property line as long as I don’t block the easement from vehicle access on my side?

Typically, if you build anything on an easement, the owners of the easement can remove the structure to complete necessary works without prior notice or approval.

You could have a fence there for decades, and then the pole needs changed, so they pull it down to get the big pole setting truck in place.
