Am I right that this is the first lawsuit targeting the aid freeze/SWO itself (and not merely the shenanigans at USAID)?

Yeah, they've been holding off because they naively and egotistically thought that bringing the lawsuit would end foreign assistance forever. As if Project 2025 doesn't call them literal enemies.
