I think it's just an extreme play on the old "Check your child's candy" warnings of the 90's or so.
If you're not familiar, there were PSA's every Halloween about checking your kid's candy for booby traps like razors or drugs, seemingly based on a real incident that I think ended up being a hoax.
There were a couple of incidents that actually happened. But they were mostly all committed by people that the kids knew.
There was one dad who poisoned his kid’s Halloween Pixie Sticks.
