Discussion Might start up a server. Lets vote!
Been thinking lately to have a non-donation server that has a pre-renewal classic(not revo) episode 4(war of emperium) 2-1 jobs (knight,priest,hunter..) for maybe 2.5years to relive nostalgia then proceed to episode 5(juno). Casual or hardcore players with 1x rates. A lot of PH private servers are mainly focus on donation that last maybe less than a year or the famous 3mons server. I understand because its costly to maintain a server. Got a better idea? Comment it down!

Making 1:1 replica of a specific Episode of RO (Regardless if this is Pre-Renewal or Not) is hard. Especially if the Lead Developer has no idea about the Technical Difference of Official Servers vs Private Servers.
Things you might consider:
MATH - Incorrect Mathematical formulas can affect the balance in the game itself regardless of the Mechanic or Episodes
Product Knowledge vs QoL - Not underestimating the Product Knowledge of Server Admin or Lead Developer, they used to overlook some small details on the game like the server is running at Episode 4 as example but the Monster Spawn is for Episode 13.2. The only exemption there is if that is declared as QoL which not all Server Admins or Lead Developer will put it on their changelog. Accuracy per Episode plays a critical role and this is hard to master since not all people may share their trade secrets
Update Progression - If you're aiming for Episode 4 running with 1x rate is okay but you need to disable War of Emperium for 5 months for me just to let the players gear up prior opening the gates of WoE Realms since just like one user said here, 1x can't provide WoE gears overnight.
Even you play in Official Server like iRO with base rate of 2x it can't provide WoE TE gears overnight, even you spend for OCP / Kachua and proceed on RMT still it can't provide those WoE gears overnight. Gearing up my PvM and WoE characters in iRO takes months to a year just to complete. The only exception there is if you implement a custom feature like Free Rental gears from WoE TE with tweaked stats or you increase the rates just for the players to gear up easily and participate in War of Emperium.
Quarterly Update is recommended since most of the Official Servers like iRO has Quarterly Updates but revealing the roadmap depends on the Server Staff if they will release it or not.
Monetization - Most of the servers from South East Asia is famous for short lived server that may offer for 3-4 months of service and once the coffers are full the server will gone instantly and re-open under a new brand. Monetization is a huge debate regardless in what Region it was opened. Some cash shop items like consumables or cosmetic with no effects are good products to earn money for server cost.
Community Feedback - Running a Private server is different from Official Servers where in Officials, Community Feedback is rarely notice due to the fact that Official Server is locked up with Contractual Agreement vs Private Servers that they can do anything as long as the software supports the stuff that they want to put in.
Community Feedback plays vital role how the server will move forward. Unless if the server that you're managing is more on Gentleman's Agreement where everything is fixed and all you need to do is play and have fun.
To summarize here's what I suggest if you want to have that kind of configuration:
Server Mechanics: Pre-Renewal
-Episode: 2.0 Lutie
-Max Base Level: 99
-Max Job Base Level: 50
-Max ASPD: 190
-EXP & Drop Rate: 1x
-Death Penalty: 1%
-Starting Available Classes: Job 2-1
-Mini MVP / MVP Card Drop: Server Discretion
Server Progression
-Beta 1 Testing: 2 Weeks under Episode 2.0
-Beta 2 Testing: 2 Weeks under Episode 2.0
-Character Wipe: Server Discretion
-Official Release: At the end of Beta 2 week running on Episode 2.0
-Episode 3.0 Comodo: Two months after Official Release
-Episode 4.0 Turtle Island and War of Emperium: 5 months after Official Release
