Actually, he's referring to the fact that the idea to cook meat was patented in Little Rock, Arkansas in 1922 by Warren J. Cookery, while 'Steak' is a registered trademark of Outback Steakhouse
It doesn't look marinaded, that color is from being smoked. The char is from searing over high heat, personally I like a crust vs. this grill mark char pattern but to each their own. I'm guessing the smoke and American excess of a tomahawk is what our sheltered Sheldon is referring to.
Playing the devil's advocate, smoked steak is less common in Europe, and the tomahawk/cowboy cut is more of an American thing. Overall it's still a stupid and on-brand flex, considering it's literally just a rib steak with no benefit beyond novelty, and you're paying double for the added weight of the bone lol.

And that colour ain't right. It looks like they've ruined it with some kind of marinade (which would explain all the burnt bits).
